A first Korea trip does not need to cover both cities. Choose the city that supports the days you want, then decide whether the journey to the other city adds enough value to justify a change of base.
The 30-second choice
Begin with Seoul for a trip organized around palaces, major-city neighborhoods and shopping. Begin with Busan when coastal scenery, waterfront time and markets are priorities. For a short stay, depth in one city can be more rewarding than a hurried sample of both.

Compare the days, not a list of attractions
Write three sentences: what you want to do in the morning, how you want to spend the afternoon, and where you want to be after dinner. A traveler who wants a palace morning and shopping evening is making a different choice from someone who wants a beach walk and a waterfront café. Neither preference requires declaring one city more authentic.
Do not confuse a coastal city with a beach resort
Busan’s official tourism material includes both coastal attractions and market districts such as Jagalchi and Gukje. They are different parts of the experience. Choose a base after mapping your priorities rather than assuming every interesting place is beside the same beach.
What a city change really costs
Include packing, checkout, the ride to the station, the intercity journey, and the trip to the next hotel. The travel time printed on a ticket covers only one part of that day. Keep an unhurried evening on arrival instead of attaching an expensive timed activity to a tight connection.
Our recommendation
For five days devoted to sightseeing, start by designing a satisfying single-city trip. Add the second city only if it delivers an experience you would otherwise miss and you can keep the transfer day realistic. For a longer trip, avoid spending the entire final day crossing the country to reach an international flight. Work backwards from the departure airport before choosing the order of cities.
